FORS has implemented a system of quality control and traceability of grain in the Ministry of Agriculture
The company "FORS Development Center" (FORS Group) announces the commissioning of the second stage of the federal state information system for traceability of grain and grain processing products (FGIS "Grain") by order of the Ministry of Agriculture of the Russian Federation. The operator of the system is the Federal State Budgetary Institution "Center of Agroanalytics". The system was developed within the framework of the "Strategy of Digital Transformation of Agriculture" approved by the Government of the Russian Federation, and was implemented in stages over two years. FGIS "Grain" is designed to automate the processes of collecting, processing, storing and analyzing information on a set of types of agricultural and other activities related to the production, transportation, storage, processing, sale and disposal of grain and grain processing products in the domestic and foreign markets.
"The implementation of FGIS "Grain" has become an important step in the consistent digital transformation of the Ministry of Agriculture. It is important that it helps to increase the efficiency of all participants in the grain market and ensure proper quality control of the products supplied. Thanks to this, the state has received a reliable tool for tracking the contribution of each of the regions to the overall task of ensuring the country's food security," — Elena Troshina, Deputy Director of the Department of Regulation of Agricultural Markets of the Ministry of Agriculture of the Russian Federation, notes.
"The project was large and complex both in terms of the scale of tasks and their number. The key to the success of the project was constructive interaction with the customer at all stages of its implementation. In pursuance of the Government Decree on the rules for the creation and use of FGIS "Grain", over 20 functional and service components were developed in a fairly short period of time, including the register of organizations, reference books, classifiers, visual means of state grain monitoring and much more. All these tasks were successfully solved, and after testing the system was put into operation," — says Tatiana Goncharova, First Deputy General Director of the company "FORS Development Center" (FORS Group).
The application software of the system is built in a microservice architecture, as well as on the principles of weak connectivity, which ensures the functional independence of interacting services with a high degree of their integration. The independent functioning of the system components is achieved through the use of modern technologies of container virtualization and clustering. Due to this, the software update is carried out without stopping the operation of the system. The development was carried out using domestic and open source software — Postgres Pro, Tarantool, Apach Kafka, Kubernetes, and for the implementation of the analytical module was used LUI — FORS own declarative web application development tool.
The system is intended for use by agricultural producers, organizations providing services for the storage, processing and transportation of grain, employees of the Ministry of Agriculture of the Russian Federation, the Federal Service for Veterinary and Phytosanitary Surveillance and its subordinate institutions, employees of regional agribusiness management bodies. The total number of registered unique users of FGIS "Grain" is more than 100 thousand people. In total, over 160 thousand organizations have been authorized, including federal executive authorities, executive authorities of constituent entities of the Russian Federation, local self-government bodies, agricultural producers and other persons engaged in the development of the grain complex.
At the moment, information on 3.5 million grain shipments and more than 260 thousand batches of grain processing products have been entered into the system, 1.8 million shipping documents for grain and 170 thousand for batches of grain processing products have been issued. Interaction with a number of external departmental information systems, including the systems of the Federal Tax Service, FCS, RSHN, REC, is provided. FGIS "Grain" also provides the possibility of integration with external systems of agricultural producers. In the future, it is planned to expand the list of services, as well as integrate it with other information systems of ministries and departments.
